SUMMARY

 

     Synopsis of Bill

 

House Bill 777 appropriates $90.0 from the general fund to Department of Environment for the purpose of conducting a preliminary engineering report to regionalize the El Rito water and wastewater systems.

 

     Significant Issues

 

The community of El Rito (Rio Arriba County) has received a $12,500 grant from the New Mexico Finance Authority and a $25,000 grant from the local government division of DFA to conduct a preliminary engineering report of the proposed water system.

 

FISCAL IMPLICATIONS

 

The appropriation of $90.0 contained in this bill is a non-recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.

RELATIONSHIP

 

NMFA reports that El Rito Mutual Domestic Water Consumers Association appears on Senate Bill 294, the NMFA Water and Wastewater Project Grant Authorization Bill and the house version of that bill, House Bill 835.  HB 777 partially duplicates this grant authorization because the preliminary engineering report could be funded with these grant funds.
