SUMMARY

     Synopsis of Bill

House Bill 808 increases the capacity of the electronic voting system revolving fund from $4,000,000 to $6,500,000.  The fund may be used to finance, by contract, the purchase of electronic voting systems and support equipment under Section 1-9-17 NMSA 1978.  The fund is accessed by all 33 counties.

FISCAL IMPLICATIONS

There is no appropriation associated with this bill; however, the capacity of the electronic voting system revolving fund has been increased $2,500.0, to $6,500.0.   Any amount in the fund in excess of $6,500.0 shall revert to the general fund.

The Secretary of State indicates $1,151,198 of the increase in the fund will qualify as state matching funds for acquisition of voting systems, voter education, poll worker training, and accessibility issues.  The federal match to the state match is $22,000.0.  The department indicates if this bill is not passed, it will result in the loss of $22,000.0 in federal funds to help implement the Help America Vote Act.
