SUMMARY

 

     Synopsis of Bill

 

House Bill 829 appropriates $300.0 to SDE to design and implement a future teachers program to recruit, mentor and prepare public school students and public university students to pursue a career in teaching.

 

     Significant Issues

 

House Bill 829 addresses the critical shortage of qualified teachers in New Mexico. The state needs approximately 1,500 new teachers annually.

 

Teacher quality, which includes knowledge and effectiveness, is the principal school-based factor in student achievement. Fully prepared teachers are more effective in the classroom and their students demonstrate larger achievement gains than students whose teachers are not fully prepared.

 

The legislation will assist schools and postsecondary institutions establish and expand programs to attract and support students interested in the teaching profession.

 

 

 

FISCAL IMPLICATIONS

 

House Bill 829 appropriates $300.0 from the general fund and is recurring.

 

ADMINISTRATIVE IMPLICATIONS

 

According to SDE, the design and implementation of a future teachers program would require considerable effort, however, SDE may exercise the option to contract for these services.

 

OTHER SUBSTANTIVE ISSUES

 

The SDE indicates that the National Future Teachers of America, (FTA) program, an activity that existed prior to 1969 under the auspices of the NEA, established a national framework to recruit talented students into education. The Future Educators of America (FEA) and Phi Delta Kappa International (PDK) have been involved in developing chapters and providing support and hundreds of scholarships each year to students who plan to become teachers.
