SUMMARY

Synopsis of Bill

House Joint Memorial 39 requests the Bureau of Land Management and the National Park Service to designate the El Camino Real International Heritage Center as the official center for the interpretation and enhancement of El Camino Real National Historic Trail.

This memorial also directs copies of the memorial be sent to the New Mexico Congressional Delegation, the Secretary of Interior, the Bureau of Land Management, the National Park Service and the El Camino Real International Heritage Center.

Significant Issues

As the Office of Cultural Affairs indicates, the Bureau of Land Management and the National Park Service are designated co-managers of the Historic Trail and are jointly developing the management plan. Planning for the El Camino Real National Historic Trail is nearing completion and the draft General Management Plan developed for the Trail does not recognize the International Heritage Center, which is a New Mexico State Monument of the Museum of New Mexico,

State Office of Cultural Affairs, as an official center for the interpretation of the Trail. The reason for not designating an official center to interpret the historic trail is a matter of policy with the National Park Service. The Bureau of Land Management does not have a similar policy.

FISCAL IMPLICATIONS

There is no State appropriation associated with this memorial. The Office of Cultural Affairs indicates federal funding support for the operation of the Center would result from the designation.

ADMINISTRATIVE IMPLICATIONS

Since the Bureau of Land Management and the Museum of New Mexico are already joint operators of the International Heritage Center, operation of the Center as an official part of the Historic Trail could be seen as an extension of the Bureau of Land Management role in both entities.

OTHER SUBSTANTIVE ISSUES

The Office of Cultural Affairs indicates that given the status of the General Management Plan for the Historic Trail, time is of the essence in requesting that the International Heritage Center, a New Mexico State Monument, be designated the official Center for the Trail.
