SUMMARY

 

     Synopsis of Bill

 

Senate Bill 116 appropriates $500.0 to the SDE for a center for teachers in rural and Native American school districts to address the knowledge and skills necessary to meet the needs of culturally and linguistically diverse students from rural and Native American communities.

 

 

     Significant Issues

 

The proposed “Center for Rural and Native American Education” would provide professional development for teachers who work with Native American students, bilingual students, and students from low socioeconomic backgrounds; collaborate with institutions of higher education, public schools, teachers and tribal governments; design, develop, and make available curricula; develop models for the recruitment, retention and support of teachers who are qualified to provide instruction to culturally and linguistically diverse students to ensure improved student achievement.

 

FISCAL IMPLICATIONS

 

Senate Bill 116 appropriates $500.0 from the general fund and is recurring.

 

ADMINISTRATIVE IMPLICATIONS

 

According to SDE, the department would be responsible for employing a director and staff for the center. The department states that currently a Indian Education Division exists within the SDE. The division is responsible for promoting quality education for Indian students in New Mexico through accountability of basic instruction, as well as Title VIII Indian Set-aside and Title IX programs.
