SUMMARY
Synopsis
of Bill
Senate Bill 543
appropriates $450.0 to the Board of Regents of New Mexico Western University
(NMWU) for expenditure in fiscal years 2003 and 2004 for funding recurring
workforce training and development initiatives required by the dire economic
conditions in Southwest New Mexico.
The bill contains an emergency clause.
Significant
Issues
This bill intends to provide training in
Southwest New Mexico where these activities are needed because of the changes
related to the mining industry. The CHE
analysis questions whether this bill duplicates the ‘substantial efforts” by
the Workforce Investment Act, specifically the Southwest Workforce Board,
currently being undertaken in the area.
FISCAL IMPLICATIONS
The appropriation of
$450.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining
at the end of fiscal year 2004 shall revert to the general fund.
SB 543 relates to
the following bills:
HB 160, WORKFORCE SKILLS DEVELOMENT FUND, creates the Workforce Skills Development Fund, provides that community colleges may apply for matching grants for workforce development programs, and appropriates $300.0 to Workforce Skills Development Fund.
HB 394, WORKFORCE SKILLS DEVELOPMENT FUND &
SB 368, CREATE WORKFORCE SKILLS DEVELOPMENT FUND;
identical bills that create the Workforce Skills Development Fund to be
administered by the CHE, provide that the CHE shall promulgate rules for
implementing the program and that community colleges may apply for matching
grants. The bill has no appropriation.
HB 463, Small Business Assistance & SB 462,
Expand Small Business Services, appropriates $500.0
for expenditure in fiscal year 2004 to UNM for the Barelas Job Opportunity
Center to assist the development and expansion of small business throughout the
state.
SB 199, SOUTHWESTERN NM WORKFORCE DEVELOPMENT
CENTER, appropriates $300.0 to the Board of Regents of
WNMU to fund a labor market analysis; an educational program design study and
facilities design for the Southwestern New Mexico Workforce Training
Development Center.
SB 200, NM SMALL BUSINESS DEVELOPMENT CENTER,
(SMBDC) appropriates $3,100.0 to the CHE for expenditure in fiscal year 2004 so
the SMDC at SFCC and related SBMDCs can expand services provided statewide.
SB 418, WORKFORCE TRAINING ACT,
appropriates $300.0 to the CHE for expenditure in fiscal year 2004 for
customized workforce development training to supplement the state’s workforce
development efforts, stipulates eligibility for participation, and requires
that participating community colleges conduct at least one workforce development
program per year.
OTHER SUBSTANTIVE ISSUES
This funding request
was not included in the funding recommendations submitted to the CHE by the
Board of Regents of Western New Mexico University and, thus, was not reviewed
by the CHE.
