SUMMARY

 

     Synopsis of Bill

 

Senate Joint Memorial 8 requests CYFD conduct a study of the various programs used throughout the state and in other states to determine which programs are the most effective in preventing troubled youth from becoming involved with the justice system and in preventing repeat offenses.  It requests that CYFD report its findings to the appropriate interim Legislative committee by October 31, 2003.

 

     Significant Issues

 

CYFD has a resource directory of community-based providers within the state.  Some research has been done on other state resources but there is no single agency committed to researching out-of-state programs.

 

JPB questions whether CYFD is the best agency to do the study as it may emphasize current practices rather be an objective study.  It recommends a private contractor be hired to conduct the study.

 

FISCAL IMPLICATIONS

 

The Joint Memorial does not provide an appropriation; however, expenses will be incurred in preparing the report especially if the agency needs to hire a contractor to compile the requested information.

 

TECHNICAL ISSUES

 

The CJJCC has a staff and also employs student interns who conduct studies in corrections issues and may be the more appropriate agency for doing the study.
