1. On page 2, line 16, after the word "presented" insert "by October 1, 2003"; and on line 16 strike the word "before" and insert the word "to".

2. On page 2, line 17, after the word "board" insert "and the radioactive and hazardous materials committee".,

and thence referred to the PUBLIC AFFAIRS COMMITTEE.
