A JOINT RESOLUTION

MAKING APPLICATION TO CONGRESS TO CALL A CONVENTION FOR THE PURPOSE OF PROPOSING AN AMENDMENT TO THE CONSTITUTION OF THE UNITED STATES RELATING TO DISTRICTING OF THE STATE LEGISLATURE.



BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that application be respectfully made to the congress of the United States to call a convention for the purpose of proposing the following article as an amendment to the constitution of the United States:

"Article

Section 1. A state with a bicameral legislature may district the members of one house of the state's legislature on factors other than population, provided that the districting plan is submitted to and approved by a vote of the electorate of that state.

Section 2. This article is inoperative until it has been ratified as an amendment to the constitution by the legislatures of three-fourths of the states within seven years from the date of its submission to the states by congress."; and

BE IT FURTHER RESOLVED that copies of this resolution be transmitted to the secretary of the senate of the United States, the clerk of the house of representatives of the United States and the members of the New Mexico delegation to the congress of the United States.
