Mr. Speaker:

 

    Your TAXATION AND REVENUE COMMITTEE, to whom has been referred

 

HOUSE BILL 486

 

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

 

     1. On page 1, lines 11 and 12, strike "ADMINISTRATIVE SERVICE" and insert in lieu thereof "VEHICLE TRANSACTION".

 

     2. On pages 1 through 3, strike Section 1 in its entirety and insert in lieu thereof the following new section to read:

 

     "Section 1. Section 66-6-19 NMSA 1978 (being Laws 1978, Chapter 35, Section 354) is amended to read:

 

     "66-6-19. VEHICLE TRANSACTION FEES.--

 

          A. For any transaction concerning the issuance, transfer or revocation of a title or registration, including filing and recording documents, releasing liens and certifying copies, the division shall charge [three dollars ($3.00)] four dollars ($4.00). As used in this subsection, "transaction" means all operations necessary at one time with respect to one vehicle, including the inspection required by Section [64-3-4 NMSA 1953] 66-3-4 NMSA 1978.

 

          B. No fee shall be charged by the division for the correction of documents or the issuance of documents in cases in which the division made errors in the original issuance of the documents."".

 

     3. Renumber the succeeding section accordingly.

 

     4. On page 4, line 18, remove the brackets and line through "fifty cents ($.50)" and on lines 18 and 19, strike "one dollar ($1.00)".

 

     5. On page 6, line 8, strike "and".

 

     6. On page 6, line 13, after the semicolon insert "and".

 

 

     7. On page 6, between lines 13 and 14, insert the following new subparagraph to read:

 

                     "(f) an amount equal to the fees collected by the department pursuant to Subsection A of Section 66-2-16 NMSA 1978, not including fees that shall be distributed pursuant to Paragraph (2) of Subsection A of this section;".

 

     8. On page 9, between lines 8 and 9, insert the following new section to read:

 

     "Section 3. EFFECTIVE DATE.--The effective date of the provisions of this act is July 1, 2004.".,

 

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
