Madam President:

    Your FINANCE COMMITTEE, to whom has been referred

HOUSE BILL 625

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 8, line 25, after "provider" insert "or health care insurer".

    2. On page 9, line 5, after the period insert:

"Receipts from fee-for-service payments by a health care insurer may not be deducted from gross receipts.".

    3. On page 9, line 11, after "provider" insert "or health care insurer".

    4. On page 9, between lines 15 and 16, insert the following new Paragraph (2):

             "(2) "health care insurer" means a person that:

                  (a) has a valid certificate of authority in good standing pursuant to the New Mexico Insurance Code to act as an insurer, health maintenance organization or nonprofit health care plan; and

                  (b) contracts to reimburse licensed health care practitioners for providing basic health services to enrollees at negotiated fee rates;".

    5. Renumber the succeeding paragraphs accordingly.
