AN ACT

MAKING AN APPROPRIATION TO THE DEPARTMENT OF HEALTH TO ESTABLISH INPATIENT AND RELATED MENTAL HEALTH SERVICES IN DONA ANA COUNTY; DECLARING AN EMERGENCY.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION.--One million seven hundred thousand dollars ($1,700,000) is appropriated from the general fund to the department of health for expenditure in fiscal years 2004 and 2005 in Dona Ana county to design, plan and operate a pilot project that provides access to care for mentally ill adults who present symptoms of serious mental illness and appear to be dangerous to themselves or others, to provide inpatient service in a secure facility and to develop and operate a prototype assertive crisis team and outpatient follow-up for continuity of care, pursuant to the Mental Health and Developmental Disabilities Code. Any unexpended or unencumbered balance remaining at the end of fiscal year 2005 shall revert to the general fund.

         Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
