AN ACT

MAKING AN APPROPRIATION FOR START-UP FUNDING FOR ALTERNATIVE ENERGY PROJECTS FOR NONPROFIT GRASSROOTS ORGANIZATIONS FOR SELF-SUFFICIENT ELECTRICITY TO HOMES WITHOUT BASIC SERVICES AND LOW-TO-MODERATE INCOME HOMES.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION.--Eight hundred fifty thousand dollars ($850,000) is appropriated from the general fund to the energy, minerals and natural resources department for expenditure in fiscal year 2004 to contract for services with three statewide energy, electric and natural gas advocacy organizations with a track record of not less than five years to provide and assist with basic start-up costs for low-to-moderate income homes and homes without basic services. A reasonable percentage is to be used for administrative costs not to exceed twenty percent. Administrative costs do not include staff costs. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.
