FOR CHANGING THE PURPOSE AND AGENCY OF A CAPITAL PROJECTS FUND APPROPRIATION TO DESIGN, CONSTRUCT AND EQUIP THE STATEWIDE AFRICAN-AMERICAN PERFORMING AND CULTURAL ARTS EXHIBIT HALL IN ALBUQUERQUE IN BERNALILLO COUNTY.

The capital projects fund appropriation to the board of regents of the university of New Mexico pursuant to Paragraph (1) of Subsection E of Section 39 of Chapter 429 of Laws 2003 for the acquisition, renovation, equipping and furnishing of a suitable location for the Charlie Morrisey research hall at the university of New Mexico in Bernalillo county shall not be expended for the original purpose but is appropriated to the state fair commission for the design, construction and equipping of the statewide African-American performing and cultural arts exhibit hall in Albuquerque in Bernalillo county.
