has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 1, line 20, strike "taken" and insert in lieu thereof "the water has been used elsewhere without the water rights owner's consent".

    2. On page 1, line 22, strike "transferred" and insert in lieu thereof "used elsewhere".

    3. On page 2, line 2, strike "conduct" and insert in lieu thereof "prepare".

    4. On page 2, line 7, strike "2005" and insert in lieu thereof "2004".
