AN ACT

RELATING TO EXTRACURRICULAR ACTIVITIES; REQUIRING THE NEW MEXICO ACTIVITIES ASSOCIATION TO SOLICIT REQUESTS FOR PROPOSALS FOR SITES FOR STATE CHAMPIONSHIPS OR TOURNAMENTS SPONSORED BY THE ASSOCIATION; LIMITING THE NUMBER OF TIMES A STATE CHAMPIONSHIP OR TOURNAMENT MAY BE HELD IN THE SAME PLACE.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. A new section of the Public School Code is enacted to read:

     "[NEW MATERIAL] NEW MEXICO ACTIVITIES ASSOCIATION--STATE CHAMPIONSHIPS AND TOURNAMENTS--REQUESTS FOR PROPOSALS FOR SITE SELECTION.--

          A. In addition to the requirements of Subsection L of Section 22-2-2 NMSA 1978, the department shall require the New Mexico activities association to solicit requests for proposals in accordance with the provisions of the Procurement Code when selecting the site of state championships or tournaments sponsored by the association.

          B. Association state championships or tournaments shall be held in various locations around the state. Except as provided in Subsection C of this section and except for football, the New Mexico activities association shall not:

                (1) hold more than one championship or tournament in the same municipality in any year; or

                (2) select the same venue or a different venue for a championship or tournament located in the same municipality for two consecutive years.

          C. A site selection may be exempt from the provisions of Subsection B of this section if the association documents and certifies to the department that:

                (1) adequate facilities for the particular championship or tournament and adequate services for participants and attendees are only available in that municipality; or

                (2) the association did not receive more than one proposal to its request for proposals."
