AN ACT

MAKING AN APPROPRIATION TO THE HUMAN SERVICES DEPARTMENT TO CONTRACT FOR RELATIONSHIP TRAINING FOR LOW-INCOME FAMILIES IN DONA ANA AND BERNALILLO COUNTIES.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION.--Two hundred thousand dollars ($200,000) is appropriated from the general fund to the human services department for expenditure in fiscal year 2006 to contract with nonprofit organizations, including faith-based organizations, in Dona Ana and Bernalillo counties to provide: public advertising campaigns on the value of marriage; education in high schools on relationship skills; marriage education and skills training, including conflict resolution; financial management for nonmarried pregnant women and nonmarried expectant fathers; premarital education and marriage skills training for engaged couples; marriage enrichment for married couples; divorce reduction programs; and marriage mentoring programs, which use married couples as role models. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert to the general fund.
