SUMMARY
House Bill 21 extends the time an absentee voter may receive and mark an absentee ballot from
28 days before an election to 40 days before an election. The measure also allows a county clerk
to mail an absentee ballot, or a notice of rejection, within 40 days of election day instead of the
current 28 days.

House Bill 21 relates to House Bill 19, which requires that absentee ballots be sent to a federal
qualified elector or overseas voter as soon as possible after the request is received by the voter’s
county elections office.
