SUMMARY
Synopsis of Bill
House Bill 73 appropriates $50,000 from the general fund to the Local Government Division of
the Department of Finance and Administration in FY06 to provide a grant-in-aid to the Mid-
Region Council of Governments to conduct a study to determine the feasibility of incorporating
the south valley of Bernalillo County.
Significant Issues
By means of background, according to the Bernalillo County clerk’s web site, in the 1996 gen-
eral election, Bernalillo County voters rejected a proposal to create incorporate southern Berna-
lillo County into a separate county.
FISCAL IMPLICATIONS
The appropriation of $50,000 contained in this bill is a non-recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the
general fund.
