SUMMARY

Synopsis of Bill

House Bill 113 – Making an Appropriation to the University of New Mexico to Enhance the

New Mexico Health Sciences Center Library and to Support Information Technology Services –

appropriates $660,000 from the general fund to the Board of Regents of the University of New

Mexico for expenditure in FY06 to enhance the New Mexico Health Sciences Center library and

to support maintenance of information technology services. Any unexpended or unencumbered

balance remaining at the end of FY06 shall revert to the general fund.

Significant Issues

The University of New Mexico Health Sciences Library and Informatics Center seeks to improve

and enhance human health through support, innovation, and leadership in the organization, de-

livery and use of quality information. It also seeks to create an environment that fosters the de-

velopment and sharing of knowledge for the University of New Mexico Health Sciences Center

and its partners.

CHE indicates this request was not in the list of priority projects submitted by the University of

New Mexico Health Sciences Center to CHE for review. Accordingly, the request was not in-

cluded in the commission’s funding recommendation for FY06.

FISCAL IMPLICATIONS

The appropriation of $660,000 contained in this bill is a recurring expense to the general fund.

Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the gen-

eral fund.

ADMINISTRATIVE IMPLICATIONS

The University of New Mexico Health Sciences Center will retain oversight of this program.

Relates to the appropriation for the University of New Mexico in the General Appropriations

Act.

OTHER SUBSTANTIVE ISSUES

CHE suggests that language should be considered indicating that the University of New Mexico

Health Sciences Center should submit a plan for program evaluation, including specific program

goals and criteria for assessing program effectiveness to the Legislative Finance Committee and

the Commission on Higher Education by October 1, 2005. The institution should also submit a

program evaluation to the Legislative Finance Committee and the CHE by June 30, 2008 detail-

ing the benefits to the State of New Mexico from having this program implemented for a three-

year period.

CHE additionally notes that CHE is committed to the adequate and equitable support of neces-

sary instructional, student services, and academic support initiatives for all students in New Mex-

ico. Activities to be funded in this proposal are currently recommended for funding through the

Instruction and General (I&G) higher education funding formula within the General Appropria-

tion Act. Funding of this program without consideration of similar needs at all institutions could

weaken the equitability and thus the integrity of the I&G formula.
