SUMMARY
Synopsis of Bill
House Bill 396 appropriates $122,600 from the general fund to Public Education Department for
the purpose of funding special programmatic needs of the Espanola Valley Military Academy, a
charter school, to allow it to enter into coordinated activities with the New Mexico National
Guard.
PERFORMANCE IMPLICATIONS
DMA states the proposed legislation is unclear in regards to “coordinated activities” with the Na-
tional Guard. The agency is unclear as to what their performance targets are in regards to this
proposed legislation.
FISCAL IMPLICATIONS
The appropriation of $122,600 contained in this bill is a non-recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall
revert to the general fund.
