SUMMARY
Synopsis of Bill
House Bill 573 proposes an amendment to the Lobbyist Regulation Act to include a requirement
that all registered lobbyists be citizens of the United States.
Significant Issues
The provision of this bill has a potentially detrimental effect to the lobbying efforts of individu-
als and industry representatives who are not U.S. citizens but who conduct business in the state.
This bill appears to work counter to the forces of globalization and transnational initiatives. Leg-
islators and the executive have stressed the importance of increasing the state’s role in the inter-
national community, especially in the area of international trade.

ADMINISTRATIVE IMPLICATIONS
The Secretary of State would be required to update the lobbyist registration forms to accommo-
date the provision in this bill. The cost for updating would be minimal.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL.
There would continue to not be a citizenship requirement for lobbyists in New Mexico.
