SUMMARY
Synopsis of Bill
House Bill 595 appropriates $50 thousand from the general fund to the Human Services Depart-
ment for a homeless program in Socorro County.
Significant Issues
The Human Services Department reports:
This bill is specific to homeless in Socorro County. There is one facility in Socorro
called Puerto Seguro that utilizes a city-owned building and all volunteer staff to serve
the homeless population. This would provide funding to hire a professional staff person.

Mortgage Finance Authority does not have a shelter that is funded from their appropria-
tion in Socorro.
The New Mexico Finance Authority contributes.
This funding would most naturally be administered as part of the state homeless program
that is administered by the New Mexico Mortgage Finance Authority. In issuing an RFP
for the funds, the MFA would have to limit applicants for this funding to agencies from
Socorro county.
The local facility has been closed for several weeks as a result of the loss of several key
volunteers. Failure to provide this funding could jeopardize the continuation and needed
expansion of this important program for the homeless in Socorro
FISCAL IMPLICATIONS
The appropriation of $50 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to
the general fund.
