SUMMARY
Synopsis of HBIC Amendment
House Business and Industry Committee amendment to House Bill 616 replaces references to
radio station KUNM with “television station KNME” and makes the appropriation to TD, rather
than EDD.
Synopsis of Original Bill
House Bill 616 appropriates $200.0 from the general fund to the film division of EDD for ex-
penditure in FY06 to create a film depicting the Santa Fe Indian market and to distribute the film
in conjunction with radio station KUNM.
Significant Issues
According to EDD, distribution by radio station KUNM would only encompass the music por-
tion and perhaps film distribution should be handled by KNME or other television stations.
TD reports it is supportive of all activities and events that result in increasing the number of visi-
tors to New Mexico.

FISCAL IMPLICATIONS
The appropriation of $200.0 contained in this bill is a non-recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the gen-
eral fund.
ADMINISTRATIVE IMPLICATIONS
EDD reports this project will require significant EDD staff time and equipment.
ALTERNATIVES
EDD indicates TD has video production expertise, including appropriate personnel and equip-
ment, as well as contacts with local and national film distributors to accomplish this type of pro-
ject.
