SUMMARY
Synopsis of Bill
House Bill 810 appropriates $23,000 from the general fund to the Department of Finance and
Administration (DFA) in FY06 to contract for provision of summer enrichment programming for
youth in the communities of Truchas, Ojo Sarco and Cordova.
Significant Issues
DFA indicates the appropriation in this bill will be used for staff, materials, supplies, field trips
and other activities for a summer enrichment program that would be administered by Mountain
View Elementary School faculty. The program will provide services to youth ages 6 to 13 and
will provide activities for reading, art, dance, music and physical activities.
The Public Education Department (PED) noted this bill provides opportunities for students,
teachers, parents and community members
that to benefit from arts and other performance-based
events and programs that may not otherwise be available. According to PED, the program would

include childcare, weaving and flamenco dancing, reading, swimming and other outdoor activi-
ties. The summer program would provide supervised activities with a ratio of 6 to 1 children to
adults and include meals at noon. These events can bring families and communities together to
share in learning experiences and promote a larger dialogue about education, culture and prepar-
ing children and youths for the future with a spotlight on building and maintaining self-esteem.
Funding available through this initiative, if enacted, would allow the development of learning
through the arts, culture and heritage in those communities. Learning through experiences such
as these can make unique contributions to education, culture, society and the lives of individuals
.
FISCAL IMPLICATIONS
The appropriation of $23,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY06 would revert to the
general fund.
ADMINISTRATIVE IMPLICATIONS
DFA indicated that its Local Government Division cannot administer the appropriation as pro-
posed and does not possess the staff required to provide the oversight of a contract for youth ser-
vices. DFA noted that PED currently overseas contracts dealing with youth services and could
provide the oversight required for such a contract.
ALTERNATIVES
It may be preferable to appropriate the funds to PED, which has more extensive background in
providing youth services. This would also facilitate implementation of the proposed program, as
the public schools already have mechanisms in place to implement this appropriation.
