Synopsis of Amendment
Senate Education Committee amendment to House Bill 873 delays the requirements of the origi-
nal for one year, from October 15
th
2005 to October 15

2006.
Synopsis of Original Bill
House Bill 873 would change the date that school districts submit membership projections to the
Public Education Department (PED) from October 15
th
to September 30
th
. It also changes the
date that the Public School Support Package is due to the Secretary of the Department of Finance
and Administration (DFA) from November 30
th
to October 15
th
.
Significant Issues
The Legislative Finance Committee is concerned that the PED continues to operate under a stat-
utee that does not provide adequate review time for staff to make recommendations to the com-
mittee during the budget recommendation process. The argument made by PED that districts

would not have accurate projections is not valid since the districts are now funded basis on prior
year and the 40-day count is consistently changed during the course of the budget process. In ad-
dition, the 40-day count only affects the growth units and other program areas can be requested
without relying on the 40-day projections.
The current Public School Support FY06 spreadsheet reflects a total of 112 separate items, in-
cluding categorical, related recurring and related non-recurring funding request.
PERFORMANCE IMPLICATIONS
Enactment of House Bill 873 would allow sufficient time to analyze a budget request that appro-
priates almost 50% of the available general fund.
FISCAL IMPLICATIONS
House Bill 873 does not contain an appropriation.
ADMINISTRATIVE IMPLICATIONS
PED would provide the Legislative Finance Committee, Legislative Education Study Committee
and Department of Finance and Administration with the Public School Support budget request in
a time-frame that would allow adequate analysis time.
