SUMMARY
Synopsis of Bill
House Bill 897 appropriates $900.0 from the general fund to the Department of Public Safety for
the purpose of processing fingerprint-supported arrest record information maintained by the De-
partment and to provide access to the state’s criminal history database.
PERFORMANCE IMPLICATIONS
DPS reports complete funding of $1,550.0 will allow the Law Enforcement Records Bureau
(LERB) to extend its operations to full-time 24 hours and comply with federal regulations.

FISCAL IMPLICATIONS
The appropriation of $900.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall revert to the
general fund.
ADMINISTRATIVE IMPLICATIONS
DPS states full funding will allow LERB to employ 12 full-time employees and 6 part-time em-
ployees to cover the requirements for 24 hour full time operations.
CONFLICT, DUPLICATION, COMPANIONSHIP, RELATIONSHIP
DPS reports House Bill 324 is a companion to this proposed legislation. House Bill 324 would
appropriate the general fund dollars necessary to fully fund the LERB for round-the-clock, 24
hour activity.
OTHER SUBSTANTIVE ISSUES
DPS state the general appropriation act has language replacing the $650.0 general fund depend-
ent on action on House Bill 324. The additional $900,000 would bring the general fund appro-
priation up to $1,550.0 which permits the LERB to provide 24 hour round-the-clock operations.
