Synopsis of Bill
House Bill 941 – Making an Appropriation to the Board of Regents of New Mexico Highlands
University for Access and Retention Programs for Native American and Hispanic Students – ap-
propriates $652,194 from the general fund to the Board of Regents of New Mexico Highlands
University for expenditure in FY06 for Native American and Hispanic student access and reten-
tion programs at New Mexico Highlands University. Any unexpended or unencumbered balance
remaining at the end of FY06 shall revert to the general fund.
Significant Issues
CHE indicates that this legislation is an expansion request to the current Native American Access
and Retention Program funded within the overall general fund recommendation for Research and
Public Service Projects at New Mexico Highlands University that presently supports solely Na-

tive American students.
CHE adds that this request was approved by New Mexico Highlands University Board of Re-
gents in the amount of $52,194 – an increase of $8,394 over FY05 – that was submitted to the
commission for review. While the program was not recommended for expansion by the CHE at
this time; the commission did recommend FY06 recurring funding at the FY05 level of $43,800.
FISCAL IMPLICATIONS
The appropriation of $652,194 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the gen-
eral fund.
ADMINISTRATIVE IMPLICATIONS
New Mexico Highlands University will retain oversight of this appropriation.
