SUMMARY
Synopsis of Bill
HB 1013 eliminates four committees: an Interagency coordinating group, the State Procurement
Standards and Specifications Committee, the Traffic Safety Advisory committee, and the range-
land protection Advisory committee. It additionally terminates the Secretary of Labor’s authority
to create advisory committees.
Significant Issues
The State Procurement Standards and Specifications Committee has not been utilized for many
years. The Committee’s responsibilities were strictly advisory with the ultimate authority resid-
ing with the Cabinet Secretary of GSD. The bill eliminates the Department of Transportation Se-
lection Committee but continues to exempt highway projects from the Procurement Code re-
quirements for architect and engineering (A/E) selection and the selection committee. The provi-
sions of this bill do not impact the Department. The NMDOT has a "Bid Review Committee".
