SUMMARY

Synopsis of Bill

House Bill 1041 appropriates $50.0 thousand from the general fund to the Indian Affairs De-

partment for the purpose of developing and implementing an archival library system at the Insti-

tute of American Indians Arts (IAIA).

Significant Issues

The Indian Affairs Department contributes the following.

The IAIA has a need to expand its capacity for archival library system so that it can ac-

commodate important collections of research and historical materials that have been of-

fered them:

1)

The Lloyd Kiva New Collection of papers and memorabilia. Lloyd Kiva New

was the former President of IAIA that transformed IAIA into the pre-eminent

contemporary art center for Native American students that it has been for the

last forty years. Lloyd Kiva New was an artist, art educator, art historian and

visionary, who served as a mentor to many of today’s great Native American

artist and art teachers. IAIA would like to accept the collection of Lloyd Kiva

New’s papers; however there is a need to enhance their library’s archival ca-

pabilities to accept such a valuable collection so that students, scholars and

the public can access these valuable historical documents.

The Stuart Udall Collection. Stuart Udall has offered his collection of per-

sonal papers and memorabilia to the IAIA’s library. Again, the funding

would upgrade the library’s capabilities so that other important collections

from Indian artists, tribal leaders, teachers, politicians, and other indigenous

leaders would find a safe and secure home at IAIA.

As Santa Fe is the center of the indigenous art world and a world class art center, upgrad-

ing the IAIA library system would be of use to many scholars who visit the many New

Mexico museums to conduct research, and to the many local students attending IAIA and

other area colleges and universities.

FISCAL IMPLICATIONS

The appropriation of $50 thousand contained in this bill is a recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to

the general fund.
