SUMMARY
Synopsis of Bill
House Bill 1060 appropriates $50.0 to PED for a restorative justice program at Amy Biehl char-
ter high school in the Albuquerque public school district.
Significant Issues
According to PED:
Amy Biehl serves 208 students 9-12.
The school has been named as a “Mentor School” by the National Coali-
tion of Essential Schools.
In August 2005, the school will be relocating to the old Federal Post Of-
fice in downtown Albuquerque.
Restorative Justice provides a teaching tool to schools to work with three
entities: the person who has caused the harm, the victim and the commu-
nity in which the harm was caused.

House Bill 1060 appropriates $50.0 to PED from the general fund and is recurring.
ADMINISTRATIVE IMPLICATIONS
The administrative impact to PED would be minimal with the funds distributed to the charter
school and monitored.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL.
If House Bill 1060 is not enacted, the Amy Biehl charter school would not develop and imple-
ment a restorative justice curriculum.
