SUMMARY
Synopsis of Bill
House Bill 1068 appropriates $200,000 from the general fund to the Department of Finance and
Administration for the purpose of supporting and expanding services by a corrections rehabilita-
tion program with at least three years’ experience providing both juveniles and adults a strong
program of personal responsibility as the best way of life as a free citizen.
Significant Issues
According to DFA, this program provides juveniles and adults a second chance with their life
values and is an alternative sentencing program that will keep individuals out of jail and would
save the State of New Mexico money.
DOC indicated that programs funded through this appropriation might be used to create pro-
grams where probationers/parolees could receive treatment and counseling. Possibly the Correc-
tions Department could work with the local governments in creating co-operative programs.

CYFD noted that the bill does not specify any program requirements for rehabilitation programs.
The target population for this bill is also undefined. Rehabilitation programs for clients on pro-
bation, parole or discharged from a correctional facility are beneficial in assisting clients in their
community. The bill does not specify communities where the program would be implemented.
PERFORMANCE IMPLICATIONS
The bill proposes services that would assist CYFD in achieving improved progress on perform-
ance measures relating to client re-adjudications and facility re-commitments.
FISCAL IMPLICATIONS
The appropriation of $200,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY06 would revert to the
general fund.
ADMINISTRATIVE IMPLICATIONS
Department of Finance and Administration, Local Government Division will administer this ap-
propriation.
The New Mexico Sheriff & Police Association requests they act as the fiscal agent for this ap-
propriation if granted.
