if they are used for other purposes.

Synopsis of Bill
House Concurrent Resolution 1 amends Joint Rule 6-1 to provide that the certificate is the pre-
ferred method for official expression of condolence or congratulations and the acknowledgement
of achievement. The resolution directs legislative council to draft a memorial for one of these
purposes only with the prior approval of the speaker of the house or the president pro tempore,
after consultation with the floor leaders and chairs of the respective rules committees.
Currently, Joint Rule 6-1 provides that the certificate is the only method for expressing condo-
lence and congratulations acknowledging achievement. The rule prohibits the use of a bill, reso-
lution or memorial for these purposes.
