SUMMARY
Synopsis of HTC Amendment
The amendment changes the title of the bill to reflect NM434 rather than NM484.
Synopsis of Bill
House Joint Memorial 40 requests that a study of the means and funding needed to improve
highway 434 between Mora and Angel Fire be undertaken by all appropriate departments includ-
ing the Department of Transportation and the Department of Tourism.
Significant Issues
The Department of Transportation is in the process of conducting an alignment and Corridor
Study for NM434. The Study was initiated in 2000 and is nearing completion. The Study in-
cludes the areas from Mora to Black Lake, milepost 0.0 to 25.6. Preliminary results of the Study
indicate an estimated cost of approximately $40 million for improvements. Based on these pre-
liminary results, the Department is going forward with the design of a smaller project to address
geometric improvements to various deficient curves between Mora and Coyote Creek State Park.
Total improvements will be about 2.4 miles with a possible letting date of towards the end of
2005. The Department is also underway in developing a project to reconstruct the NM434/518

intersection in Mora. Further road improvement projects on NM434 will be considered upon
finalization of the current Study and available funding.
FISCAL IMPLICATIONS
Results of Study may require funding of one or more road improvement projects which would
compete with other needed road improvement projects statewide.
