if they are used for other purposes.

Synopsis of Bill
House Joint Memorial 70 requests the Department of Public Safety and the Governor’s Office of
Homeland Security, in consultation with other state agencies, review disaster response plans to
ensure that there is an adequate number of first responders and trained personnel available to
supplement their ranks or serve in their stead when necessary.
PERFORMANCE IMPLICATIONS
NMCD states it will increase the career mobility for Corrections Department staff.

ADMINISTRATIVE IMPLICATIONS
NMCD reports the memoranda of understanding with other agencies in place can absorb any
new requirements from this memorial.
OTHER SUBSTANTIVE ISSUES
NMCD reports they already have a memoranda of understanding with other agencies to provide
assistance in the event of an emergency to include the use of medical personnel and firefighters,
as well as assisting with a security presence. NMCD states other agencies provide training for
the Department staff as well.
