Synopsis of Bill
House Memorial 21 is created to honor and recognize the accomplishments of former Represen-
tative E. Kelly Mora who passed away on January 6, 2005.
Significant Issues
Representative Mora served in the House of Representatives from 1963 to 1964, from 1967 to
1970 and from 1977 to 1992. He also served as a Colfax County Commissioner from 1959 to
1962. He worked in the coal mines in New Mexico and as a member of the United Mine Work-
ers of America, helped former coal miners secure their pensions. He received a Purple Heart
while serving in the United States army in World War II.
During his tenure, Representative Mora chaired the Energy and Natural Resources Committee
and worked tirelessly on behalf of his northeastern New Mexico District. The EMNRD notes that
Representative Mora was very helpful to the Department with respect to legislative issues in the
past.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL.
There would no memorial from the House of Representatives recognizing E. Kelly Mora as a
statesman and a New Mexican.
