Synopsis of Bill
House Memorial 68 requests that the Legislative Council create an interim Veterans’ Affairs
Oversight Committee to work with the Veterans’ Services Department, the Department of Mili-
tary Affairs and related agencies to review the functions of state agencies and tribal entities to
determine if the needs of veterans are being adequately met by federal, state and tribal govern-
ments, how these services may be better coordinated and make recommendations for legislative
initiatives to address these and other findings of the committee by November 30, 2005, to assist
the Veterans’ Department in formulating legislative proposals necessary to implement its rec-
ommendations. Copies of this memorial are to be transmitted to the Secretary of Veterans Ser-
vices, the Adjutant General of Military Affairs and the Co-Chairs of the Legislative Council.
Significant Issues
Information provided in the memorial notes that:
Approximately two hundred thousand veterans of the U.S. armed forces and the New
Mexico National Guard who reside in the state;
Veterans affairs is a key policy issue for the Legislature, and
The Legislature recognizes a responsibility to coordinate legislative initiatives related to
veterans.

FISCAL IMPLICATIONS
HM 68 do not contain an appropriation. However, some costs, as yet undetermined, will be in-
curred by the agencies requested to conduct the study.
ADMINISTRATIVE IMPLICATIONS
The agencies that conduct the study will be affected because they will have to provide staff to
conduct the activity. The Legislative Council, or some other legislative entity, will incur cost for
mileage and per diem for legislators appointed to the proposed committee.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL.
The activities\proposed by this memorial will not be carried out.
