Synopsis of Bill
House Resolution 2 would amend House Rule 9-1 by requiring the consent of the majority and
minority floor leaders for appointments to committees.
Significant Issues
House Rule 9-1 currently provides that the speaker shall appoint all committees created by the
house, except those where the members are designated in the motion creating them. House
Resolution 2 would amend this rule, to read:
The speaker shall appoint all committees created by the house, provided that appoint-
ments of members of the majority party and minority party shall be by and with the con-
sent of the majority floor leader and minority floor leader, respectively, except those
committees where the members are designated in the motion creating them, and all ap-
pointments shall be announced in open session and made a matter of record in the jour-
nal.
