Synopsis of Bill
House Resoulution 6 amends the House rules to allow the House of Representatives’ Rules and
Order of Business Committee to recommend substitutes for bills relating to the Public Peace,
Health, Safety and Welfare.
Significant Issues
The rules of the House of Representatives may be amended by a two-third’s vote of the members
elected or by a majority vote of the members of the House upon the recommendation of the
Rules and Order of Business Committee.
PERFORMANCE IMPLICATIONS
If HR 6 passes, a new House Rule 9-2-2 will be adopted to read:
“The house rules and order of business committee is designated as the committee to
which bills that relate only to the public peace, health, safety and welfare shall be referred. The
rules and order of business committee is authorized to and shall consider and recommend sub-
stantive substitute proposals for such bills. Rules and order of business committee substitutes re-
lating to the public peace, health, safety and welfare, when reported from committee, shall be
subject to referral to a standing committee pursuant to House Rule 11-14.”
