SUMMARY
Synopsis of Bill
Senate Bill 503 appropriates $250 Thousand from the general fund to PED for the purpose of
training parents, teachers, administrators and education support staff in parental involvement
strategies.
Significant Issues
PED assesses decades of research strongly suggest families have a major influence on their chil-
dren’s achievement in school and through life. Southwest Educational Development Laboratory
found students with involved parents, no matter what income or background, were more likely to
earn higher grades, test scores, and enroll in higher-level programs; be promoted; attend school
regularly; have better social skills and improved behavior; and graduate and go on to post secon-
dary education.
PED further adds the New Mexico Accountability System requires all public schools, including
charters, to submit parent-community involvement plans. Federally funded programs such as

Title I also require strong parental involvement components.
DFA states “it is unclear if these funds would be used to develop a strategies model program to
be used as a training instrument for all districts in New Mexico.” However, it cities studies by
education agencies, such as the PTA, Education Weekly, and Education Trust listing parent in-
volvement as one of the ten factors for good schools.
PERFORMANCE IMPLICATIONS
The bill in supports Public School Support performance measures on stakeholders who rate their
involvement with schools as positive.
FISCAL IMPLICATIONS
The appropriation of $250 thousand contained in this bill is a recurring expense to the general
fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall
revert to the general fund.
The LFC FY06 appropriation recommendation is balanced between revenues and expenditures
and any increase in recurring funding must be offset by reductions in other areas of the recom-
mendation. The Legislature must consider all priorities and funding requirements to find reve-
nue to support this legislation.
PED will have to establish criteria for distributing the funding to districts probably through a re-
quest for proposal process. PED estimates its cost at $3.1 thousand; LFC assesses this should be
covered by the operating budget.
ADMINISTRATIVE IMPLICATIONS
PED will have to whether it would be better to have small grants to many districts or a few
grants of greater amounts to determine best practices that can lead to effective statewide pro-
grams funded by subsequent appropriations.
