SUMMARY
Synopsis of Bill
Senate Bill 613 appropriates $21,000.0 to the education technology bureau of the PED, for iden-
tifying and correcting educational technology deficiencies in public schools.
Significant Issues
The bill provides funding for fiscal years FY05 and FY06 although the bill does not provide for
an emergency provision.
PED states education technology includes all components of informational technology which is a
complex, integrated process involving people, procedures, ideas, devices, and organization for
analyzing problems, and devising, implementing, evaluating and managing solutions to prob-
lems.

FISCAL IMPLICATIONS
Senate Bill 613 appropriates $21,000.0 from the general fund for FY05 and FY06 and is recur-
ring.
PED states the Council of Technology in Education recommends $21 million be appropriated for
education technology deficiencies.
This bill relates to HB-511 which creates a new fund and provides for continuing appropriations.
The LFC objects to including continuing appropriation language in the statutory provisions for
newly created funds. Earmarking reduces the ability of the legislature to establish spending pri-
orities.
TECHNICAL ISSUES
Senate Bill 613 does not specify how the funding would be distributed to the 89 districts and if
the funding would be available to charter schools.
If Senate Bill 613 is enacted, House Bill-511 would need to be passed and signed in order for the
accountability of the funds and that the development and implementation of education technol-
ogy standards are in place to ensure the mandates of both bills are meet and a program is estab-
lished to be monitored by the PED.
