SUMMARY
Synopsis of Bill
Senate Bill 617 changes the current “Youth Council” to the “Youth Alliance”, changes the mem-
bership and duties of the Youth Alliance and changes the duties of the Youth Alliance Coordina-
tor.
Significant Issues
This bill positions the Youth Alliance Coordinator in CYFD’s Office of the Secretary to organ-
ize, administer and coordinate the Youth Alliance.
The Youth Council has been instrumental in providing state agencies with information and guid-
ance on many youth issues in 2004. The council allows youth participation in forming policy.
This legislation ensures that CYFD is the administrative agency for the council, ensures both di-
versity and local participation on the newly named alliance and clearly defines the process for
recruiting new members. This includes:

Having membership on the council occur through an open process and selected by a
panel of other Youth Alliance members, legislators, government officials and representa-
tives of community-based organizations;
Having the alliance examine existing community, family and collaborative assets and
gaps from a youth perspective; and
Ensuring the diversity of local peers in soliciting input and launching local projects.
FISCAL IMPLICATIONS
The bill does not contain an appropriation to support the activities of the Youth Alliance or the
Coordinator including stipends or other monetary support for the Alliance members.
ADMINISTRATIVE IMPLICATIONS
The bill requires administrative services related to the development and support of the Youth Al-
liance from within CYFD’s existing resources.
