SUMMARY
Synopsis of Bill
Senate Bill 632 – Making an Appropriation for a National Hispanic Child and Family Develop-
ment Institute at New Mexico Highlands University – appropriates $500,000 from the general
fund to the Board of Regents of New Mexico Highlands University for expenditure in FY06 for a
training and resource institute for Hispanic child and family development. Any unexpended or
unencumbered balance remaining at the end of FY06 shall revert to the general fund.
Significant Issues
PED indicates that the Institute for Hispanic Children and Family Development is a national
training institute. Its goal is to create an effective national voice and resource center to support
the needs of Hispanic and other minority families by sharing best practices, program models and
expertise with community organizations that serve Hispanic children and families. PED notes
that the institute will:

create a national training and resource institute facility;
support and partner with the efforts of existing national initiatives;
develop materials and programs that promote best practices models that concen-
trate on promoting positive development and higher education completion;
generate and centralize revenue that will support and sustain youth development
efforts; and
establish communication linkages that will facilitate ongoing assessment and
evaluation.
CHE indicates that this request was not in the list of priority projects submitted by New Mexico
Highlands University to CHE for review. Accordingly, the request was not included in the
commission’s funding recommendations for FY06.
FISCAL IMPLICATIONS
The appropriation of $500,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the gen-
eral fund.
ADMINISTRATIVE IMPLICATIONS
New Mexico Highlands University will retain oversight of this appropriation.

Duplicates HB757 in that HB757 also seeks to appropriate $500,000 from the general fund to the
Board of Regents of New Mexico Highlands University for expenditure in FY06 for a training
and resource institute for Hispanic child and family development.
OTHER SUBSTANTIVE ISSUES
CHE suggests that – assuming funding will continue beyond FY06 – consideration might be
given to adding language to require New Mexico Highlands University to submit a plan for pro-
gram evaluation, including specific program goals and criteria for assessing program effective-
ness to the Legislative Finance Committee and the Commission on Higher Education by October
1, 2005. Further, that the institution shall also submit a program evaluation to the Legislative
Finance Committee and CHE by June 30, 2008 detailing the benefits to the State of New Mexico
from having this program implemented for a three-year period.
