SUMMARY

Synopsis of Bill

Senate Bill 684 appropriates $60 thousand from the general fund to PED for the purpose of pro-

viding recruitment incentives for the Santa Fe Public School District.

Significant Issues

Santa Fe Public Schools has difficulties in recruiting teachers because of the cost of living and

the relative pay of public school employees. However, PED provided no specifics of recruitment

problems.

PERFORMANCE IMPLICATIONS

If there is a shortage of highly qualified teachers as defined by the federal No Child Left Behind

Act, it would affect the performance measure in public school support related to percent of

highly qualified teachers in the classroom.

FISCAL IMPLICATIONS

The appropriation of $60 thousand contained in this bill is a recurring expense to the general

fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006 shall

revert to the general fund.

The LFC FY06 appropriation recommendation is balanced between revenues and expenditures

and any increase in recurring funding must be offset by reductions in other areas of the recom-

mendation. The Legislature must consider all priorities and funding requirements to find reve-

nue to support this legislation.

TECHNICAL ISSUES

PED states it is unclear whether the agency will do the recruiting or pass the appropriation to the

Santa Fe Public Schools. The department recommends striking line 18 and the word “district” in

line 19 and inserting in lieu “make it possible for the Santa Fe public schools to provide recruit-

ment incentives for teachers.”

POSSIBLE QUESTIONS

Should a similar appropriation be made to all public school districts have difficulties re-

cruiting sufficient staff.
