SUMMARY
Synopsis of Bill
Senate Bill 704 – Making an Appropriation for the Social Work Program at Eastern New Mexico
University – appropriates $150,000 from the general fund to the Board of Regents of Eastern
New Mexico University for expenditure in FY06 for the social work program. Any unexpended
or unencumbered balance remaining at the end of FY06 shall revert to the general fund.
Significant Issues
Eastern New Mexico University (ENMU) has begun a Bachelor of Social Work (BSW) program.
This is a two-year course of study for juniors and seniors leading to the BSW degree.
CHE indicates that the social work program is funded within the overall general fund recom-

mendation for Research and Public Service Projects at ENMU. Further, that CHE has recom-
mended funding in the amount of $152,800 for the social work program in FY06.
FISCAL IMPLICATIONS
The appropriation of $150,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY06 shall revert to the gen-
eral fund.
ADMINISTRATIVE IMPLICATIONS
Eastern New Mexico University will retain oversight of this appropriation.
