SUMMARY
Synopsis of Bill
Senate Bill 773 appropriates $75.0 to PED to support the Summer-time Academy for the Taos
Municipal Schools. The bill contains an emergency clause.
Significant Issues
The program is designed to help students prepare for the next school year. It serves as a demon-
stration project for other school districts.
According to PED, the Summer-time program is to bridge the gap to the next grade level for stu-
dents having learning or performing difficulties in the subject areas of math and language arts.
The program targets students from the second to seventh grades who have been identified with
problems in math or language arts.
Taos Municipal Schools report that outcomes of the first year reflect that there was a 13% gain in
math scores and a 14 % gain in language arts for the non-immigrant students. Results for the
Immigrant students have not been determined as yet. The first year enrollment included 92 stu-
dents with 22 immigrants and 70 non-immigrant participants.

PED indicates that the program relates to reform initiatives under Rural Education and the meas-
ures under reading/language arts and mathematics.
FISCAL IMPLICATIONS
Senate Bill 773 appropriates $75.0 from the general fund and is recurring. The appropriation is
for FY05 and FY06.
ADMINISTRATIVE IMPLICATIONS
The department will need to monitor the JPA with Taos Municipal Schools and monitor the per-
formance outcomes of the program.
