Synopsis of Bill
Senate Bill 859 appropriates $125.0 from the general fund to EDD for collaboration between the
University of New Mexico School of Planning and Architecture and the New Mexico Mainstreet
program for purposes of implementing activities and new initiatives.
PERFORMANCE IMPLICATIONS
EDD does not have agency performance measures for activities related to the Mainstreet pro-
gram.
FISCAL IMPLICATIONS
The appropriation of $125.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of a fiscal year shall not revert to the
general fund.

OTHER SUBSTANTIVE ISSUES
According to CHE, the Design, Planning and Assistance Center (DPAC) at the University of
New Mexico School of Architecture and Planning has worked on more than 900 projects
throughout New Mexico for low-income families, disadvantaged groups, neighborhood associa-
tions, Native American communities, social service organizations and others. More than 1,000
students have participated in projects.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL.
EDD expects delay in design and technical assistance to mainstreet communities and hindrance
of the growth of jobs and capital investment in mainstreet communities.
