SUMMARY
Synopsis of Bill
Senate Bill 873 appropriates $85,000 from the general fund to Department of Finance and Ad-
ministration (DFA) to provide funds to San Miguel County for transporting children to after-
school and summer youth programs.
Significant Issues
Last year, the City of Las Vegas started a summer recreation program where children from San
Miguel County participate in recreational activities at a recreation center in Las Vegas during the
summer. Breakfast, lunch, and a snack are served to the children and age appropriate activities
are presented. County officials indicate that the recreation activities and meals are funded
through City of Las Vegas' funds.
SB873 will finance a private bus company to pick up the children from their homes and drop
them back off. The children arrive at the recreation center between 7 and 8 a.m. and are taken

home between 3 and 5 p.m. This program gives the children something constructive to do during
summer days and diverts them from illegal activities. The program generally serves 100 children
a day between the months of May and September.
PED was uncertain if the funds will be available to the school bus transportation departments or
to offset the cost for providing the transportation to and from these after-school programs. The
act does not clearly indicate if the summer youth programs will be held in school sites or on pri-
vately owned or other youth program sites.
FISCAL IMPLICATIONS
The appropriation of $85,000 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY06 would revert to the
general fund.
ADMINISTRATIVE IMPLICATIONS
DFA will enter into a grant agreement with San Miguel County and fund and monitor the agree-
ment throughout the year. DFA has the expertise and the staff to administer this program.
PED indicated that existing personnel from the school bus transportation departments could be
supported by this act through the funding in this bill to provide to-and-from transportation
needed to ensure that children are transported safely and back home after a school program.
