SUMMARY
Synopsis of Bill
Senate Bill 1046 appropriates $170,300 thousand from the general fund to the Third Judicial Dis-
trict Attorney for the purpose of providing salary and benefits for additional staff in the Office of
the Third Judicial District Attorney distributed as follows:
$33.9 for a secretary,
$40.1 for a victim advocate,
$49.4 for a program specialist, and
$46.9 for another program specialist.
Significant Issues
The agency did not request funded expansion FTE in its original appropriation request nor has

agency analysis been provided. HAFC Substitute for HB 2 et al. includes the authorization of an
additional FTE that was funded last year without the FTE authorization.
PERFORMANCE IMPLICATIONS
Additional staff should alleviate workload in the district attorney’s office.
FISCAL IMPLICATIONS
The appropriation of $170,300 thousand contained in this bill is a recurring expense to the gen-
eral fund. Any unexpended or unencumbered balance remaining at the end of fiscal year 2006
shall revert to the general fund.
Continuing Appropriations
The LFC FY06 appropriation recommendation is balanced between revenues and expenditures
and any increase in recurring funding must be offset by reductions in other areas of the recom-
mendation. The Legislature must consider all priorities and funding requirements to find reve-
nue to support this legislation.
TECHNICAL ISSUES
The duties of the additional staff proposed by this bill are not clear.
WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL.
The Office of the Third Judicial District Attorney will continue to be staffed at the current level.
