SUMMARY

Synopsis of Bill

Senate Joint Memorial 36 endorses early planning for the development of an encyclopedia cover-

ing New Mexico history and culture in celebration of the New Mexico Centennial in January of

2012.

Significant Issues

In January 2012, New Mexico will celebrate the centennial of its statehood and the Historical

Society of New Mexico has proposed that an encyclopedia of New Mexico history and culture be

prepared as a major and enduring centennial project. The board of directors, contributing editors

and authors for this project will be drawn from every part of the state and beyond.

PERFORMANCE IMPLICATIONS

Various divisions within the DCA should assist with this project, including the Palace of the

Governors and its History Library, the NM State Library, as well as other state museums.

FISCAL IMPLICATIONS

The University of New Mexico will provide a home for this project, donating office space, fac-

ulty time and assistance in fundraising.

There is no appropriation associated with this memorial. The memorial states that UNM will

“provide assistance with fundraising,” and that endorsement of the project by the NM Legislature

would result in “personal, corporate and government funding.”

It is unclear if the encyclopedia will be available for purchase, how many copies will be made

and how any revenue from the sales will be used.

Possible expenses for the development of the encyclopedia include: contract historians to com-

pile and write segments of the encyclopedia; editor to check/verify validity/historical bias of con-

tract writers; publishing process; regular updates; marketing.

TECHNICAL ISSUES

The encyclopedia should be in both digital and print format. Elderly citizens may be more com-

fortable with a hard copy.

OTHER SUBSTANTIVE ISSUES

There is no New Mexico Encyclopedia at this time – print or otherwise.

The DCA recommends a digital format. This document could also be an additional educational

resource for K-12 teachers: maps, statistics, photos, tables, audio/video of cultural aspects (addi-

tional tribal and pueblo languages; songs, events, etc.)

The encyclopedia should be bi-lingual (Spanish-English), and this may be more easily accom-

plished in digital format.

WHAT WILL BE THE CONSEQUENCES OF NOT ENACTING THIS BILL.

New Mexico may continue to be one of few states that do not have an encyclopedia.
